It was a fishing port known as Wakatsu during the Tokugawa era (1603–1867), when it also served as a market for agricultural produce and lumber. In the mid-19th century, Dutch techniques of woodworking and cabinetmaking were introduced, and woodworking had become the city's major industry by 1949.
