Herzog made significant contributions to reconciling the necessities of modern living with the demands of the Talmud. For more than 20 years he was a leading Jewish representative to the conferences and commissions organized to find a solution to the Arab–Jewish conflict in Palestine and to attempt to find refuge and help for the victims of the Nazi persecution of Jews.
